The term "flat fee MLS" is also used to describe the service and fee structure provided by real estate brokers and agents who offer real estate services on "limited service" basis rather than as part of a bundled suite of services provided in the traditional, full service model.

Ohio
allows choice of brokerage services and does not prohibit brokers from offering rebates to consumers. Ohio consumers may use a flat fee MLS broker and sell (or otherwise transfer title to the real property) to any person whom they procure (i.e. someone who is not represented by a "Buyer's Broker") without having to pay a buyer's brokerage commission or penalty.

Ohio law, however, contains minimum service provisions, but it allows home sellers to choose the services they wish their broker to perform by including a provision allowing for waiver of the performance of certain services.

In 2005, the Ohio Association of Realtors formed a task force to investigate the needs of their consumers. The task force determined that, while Ohio law should require that brokers provide certain minimum services, consumers should also have the option to waive those services.
